  17. <p>     Behind in your rent? Better not live in SALT LAKE CITY.
  18. The city council will vote next week on a bill that would make
  19. missing one month's rent a crime punishable by a $1,000 fine or
  20. up to six months in jail. Local residents fear the days of
  21. debtor's prison are near--and with good reason. In a straw
  22. vote last month, the council approved the idea, 5 to 1.
